She knows what’s going on,” said Winn. “She’s been involved in a very crucial time in the last eight years and she’s got a good legacy to keep on going.”San Marcos Mayor Rebecca Jones applauded the city for some great accomplishments, like a bustling manufacturing industry, more local businesses, and a drop in crime by 19%.“We have a local economy that’s thriving,” said Jones. “We have our schools. We’re the educational hub of North County and it’s just honestly a fabulous time in San Marcos to see all the growth.”She agreed there’s always room to grow.Jones said the first big challenge she’s aiming to tackle is traffic because San Marcos is a city people cut through.“Obviously we want to work with SANDAG to get the 78 improvements going, but it really is the technology that’s going to help San Marcos move forward with the traffic and move people around,” said Jones. Her goal is to take San Marcos from a “drive-through” community to a “drive-to” destination.“We want to keep them here too, so really bringing the right businesses to the city so people understand that, ‘Hey, spending my tax dollars in San Marcos is a great idea,’ and there’s all these opportunities to make it happen,” said Jones. There are some other big goals for 2019. She said the city is planning to break ground on the Creek Infrastructure Improvement Project, which was envisioned in 2007. It will transform the Creek District into a new downtown area. She will also work on the launch of a mobile reporting app for the community. They lined the railroad tracks in hopes of catching the first glimpse. Bundled in winter coats, hats and scarfs, children sat on their parents’ shoulders and peered around the corner, waiting. Finally, the shouts began, at about 11:10 a.m. Saturday to be exact: “Here it comes!” Santa’s steam train rolled into Vancouver amid cheers from 2,100 onlookers.Santa waved to families as the vintage SP&S 700 locomotive, decked out in decorations and lights, arrived at the Vancouver Amtrak station. It was followed by a large cloud of steam and the sounding of the horn.Santa then exited the train, shaking children’s hands before being whisked into a nearby heated tent. There, he greeted the hundreds of children individually, who were waiting in line for pictures with Santa. They were also rewarded with free candy, cake and hot beverages. On a morning when the thermometer barely passed freezing, the enthusiastic crowd came out in full force. With more than 2,000 in attendance, Saturday was a record day for the annual event sponsored by BNSF Railway, said railway spokesman Gus Melonas. The SP&S 700 hasn’t appeared in Vancouver for three years, though other locomotive stand-ins have been used for the holiday event. read more
Phil Arnold definitely left his mark on the Vancouver area. For more than 60 years, Arnold created maps that illustrated the growth of Clark County.Arnold, 96, died Saturday at the Hough neighborhood home he shared with his wife, Helen, for almost 71 years. It was a home that doubled as a business office for Arnold Map Service. For a segment filmed by Seattle’s King TV when Phil Arnold was 85, visithttp://www.king5.com/on-tv/evening-magazine/Map-maker-114724234.htmlThe maps were sold downstairs; Arnold’s mapmaking office was upstairs. That’s where he carefully inked every new road, drew every new school and lettered the name of every new street that filled in the county’s cartographic blanks. He did it all by hand, long after most people choose to — or are forced to — call it a career.“He had cataract surgery after his 90th birthday,” Janice Arnold said. “His eyes were so critical.”In addition to his keen eyes, “What was so incredibly amazing was his steady hand. He could draw these tiny things: really amazing,” she said.He is survived by Helen, their sons, Phil Jr. and Dean, and daughter Janice. Phil Jr. and his wife, Kathy, have been operating the business for the past few years and will continue to sell Arnold’s maps.Arnold’s old-school craftsmanship got a nod from Gov. Chris Gregoire a few days after he turned 90 on Oct. 27, 2005. The Arnolds visited her Olympia office, where Gregoire issued a proclamation describing him as “most likely the oldest working cartographer in the world.” read more

A Jet Airways passenger aircraft prepares to land in Ahmedabad. Etihad’s decision to quit debt resolution talks has put the rescue plan in the doldrums. [Representational Image]Reuters fileThe decision of Abu Dhabi-based Etihad Airways to quit the talks for resolving the Jet Airways debt crisis and its offer to sell its stake in the Indian partner may scupper a rescue plan that the State Bank of India (SBI) has been piloting, media reports suggest. Jet has been staring at an abyss with more flights getting cancelled every day as lessors ground aircraft over the payment defaults.Etihad Airways, itself going through a bad patch, pulled out of the Jet debt resolution talks after its chief executive officer Tony Douglas failed to convince SBI chief Rajnish Kumar of conditions for taking part in the resolution plan. One of Etihad’s key conditions was reducing founder Naresh Goyal’s stake in the airline to minimal from the present about 17 per cent and removing him from management. Etihad was expected to pump in another Rs 1,800 crore of equity into the Indian carrier bringing its stake to 24.9 per cent, just below the threshold requiring the necessity of making a mandatory open offer. The lenders’ consortium that SBI represents at the talks is also expected to bring in Rs 1,000 crore by way of additional equity apart from converting the current debt into equity as agreed by the resolution plan that has received Jet shareholders’ nod. Jet’s fleet of about 120 aircraft has already shrunken by more than half while a threat by its pilots to go on strike from April 1 for salary dues has pushed the airline into further trouble amid mounting operational losses, a Bloomberg report said.Etihad has offered to sell its 24 per cent stake to the SBI at a discount of Rs 150 a share. Jet Airways shares slumped more than 11 or nearly 5 per cent to close at 218 on Wednesday as news of the Etihad stand spread. Media reports said Etihad also wanted the SBI to take over its liabilities as a guarantor for Jet Airways’ Rs 1,000 crore loan from HSBC Dubai. Jet has already defaulted on the repayment of this loan. Etihad has also offered to sell its 50.1 per cent stake in Jet Privilege, estimated to be worth Rs 1,000 crore to the state-owned lender. Jet Airways owns the remaining 49.9 per cent in the customer loyalty programme. A Boeing 787 Dreamliner of Etihad Airways. Courtesy: etihad.comAt the current market level, Etihad’s shareholding in Jet is worth about Rs 400 crore. The Gulf-based airline had picked up this stake in 2013 for $379 million (valued around Rs 2,060 crore at that time). As the strategic partner of India’s second largest airline has washed its hands off the resolution plan, sources think only the government intervention can rescue the beleaguered airline. The resolution plan envisaged converting into equity Rs 450 crore that Jet Airways owed to firms Goyal controlled. Goyal has already infused Rs 250 crore into the airline in the form of additional equity taking his shareholding to 17.1 per cent.Forbes magazine reported on March 15 that Etihad reported another disastrous year of huge loss even while it claimed progress with a restructuring plan. The UAE carrier flew 17.8 million passengers last year when compared to 18.6 million in 2017.and reported a loss of $1.28 billion in 2018. In comparison, Dubai-based Emirates reported a 4.3 per cent rise in passenger numbers to almost 58.5 million and 8.5 per cent rise in revenues to $25 billion with the profits more than doubling to $762 million. read more

Women shout slogans during a protest against the government and police forces after at least nine people were killed when police fired at protesters calling for the closure of a Vedanta Resources-controlled copper smelter in Thootukudi, in southern Indian state of Tamil Nadu, in Chennai, India, 22 May, 2018. Photo: ReutersIndian police on Tuesday killed 12 demonstrators after opening fire on thousands of people demanding the closure of a copper factory due to pollution concerns, a police officer said.Protesters rampaged for hours in the southern state of Tamil Nadu calling for the closure of the plant owned by British-based mining giant Vedanta Resources.”We have confirmation of 12 people being killed in police firing. We fear the toll may rise,” the officer told AFP from the state capital Chennai. Some 20 police were injured in the clashes in Tuticorin, about 600 kilometres (375 miles) south of Chennai. The shootings caused immediate outrage. Rahul Gandhi, leader of the opposition Congress party, said it was “state sponsored terrorism”.Protesters stormed the office of the top local administrator and set it ablaze after they were denied permission to hold a rally at the smelting plant. The police officer said efforts to disperse the 5,000 strong rock-throwing group through a baton-charge and tear-gas volleys failed. Police then fired live ammunition, he added.Another officer said more than 110 vehicles were burnt during the disturbances that lasted nearly four hours.Tamil Nadu chief minister Edappadi K. Palaniswami ordered an inquiry into the shootings but defended the action of police.”The police had to take action under unavoidable circumstances to protect public life and property as the protesters resorted to repeated violence… police had to control the violence,” he said in a statement. The families of each victim would be offered one million rupees ($14,700) compensation, he added.Residents have been protesting for months against the plant run by a Vedanta subsidiary, Sterlite Copper. The protests have intensified after Vedanta, owned by an Indian billionaire but with its head office in London, sought to expand the plant. The plant — which is currently non-operational — has a 400,000-tonne annual capacity. It was shut briefly after an alleged gas leak in March 2013 that left hundreds with breathing difficulties, nausea and throat infections.India’s federal green court allowed it to be reopen. read more

March 24, 2011 – A new study by Craig Thiessen, M.D., director of radiology for West Houston Radiology L.L.P. and North Cypress Medical Center in Houston, presented last week at the National Consortium of Breast Centers Annual Meeting, found that the improved photon sensitivity of new detector technologies such as PSPMTs and CZT should be capable of reducing the radiation dose patients receive from breast-specific gamma imaging/molecular breast imaging (BSGI/MBI) studies by 75 percent. However, low dose imaging is currently an off-label use of the radiopharmaceutical, and there are several prospective patient studies underway to validate the clinical feasibility of low dose imaging. BSGI/MBI is a molecular imaging tool for detecting early stage breast cancer, particularly for women who are at increased risk for the disease or have dense breast tissue. BSGI/MBI utilizes a radiopharmaceutical to visualize metabolic activity, revealing highly active areas that may be indicative of disease. A primary benefit of BSGI/MBI is that the exam provides a physiological map complementary to the anatomical map produced by mammography, and its ability to detect cancer is not affected by dense breast tissue as mammograms often are. It is also especially useful when mammographic or ultrasonic imaging studies are normal or discordant in the presence of clinical signs and symptoms. Thiessen, a nuclear medicine specialist and breast imager, said that “BSGI/MBI- as with positron emission tomography (PET) imaging, shows that molecular imaging is more advantageous in conjunction with standard anatomical evaluation of the body, and specifically the breast. Mammography, ultrasound and magnetic resonance imaging (MRI) look at various structures and patterns, whereas BSGI/MBI looks at the breast on a cellular level to help determine the presence or absence of disease.” Thiessen notes that MBI with the Dilon 6800 Gamma Camera is as sensitive, more specific and more cost-effective than performing a diagnostic work-up with MRI. “BSGI/MBI is as safe and efficacious as other primary radiological exams; and even as new studies demonstrate that we can use lower doses to evaluate the breast, the current recommended dose is safe and only slightly higher than mammography,” said Thiessen. Dilon Diagnostics currently has the only U.S. Food and Drug Administration (FDA) approved localization system for gamma-guided biopsy. “To date, Dilon’s localization system/GammaLoc has shown sensitivity for diagnosis of areas of concern, and will advance breast imaging to a new level; where I believe that molecular imaging reveals changes that happen on a cellular level before we can see differences in structural recognition,” Thiessen said. The study was published online in the journal Radiology.“MRI can help with the diagnosis of Alzheimer’s disease,” said principal investigator Alle Meije Wink, Ph.D., from the VU University Medical Centre in Amsterdam. “However, the early diagnosis of Alzheimer’s disease is problematic.”Scientists have long known that Alzheimer’s disease is a gradual process and that the brain undergoes functional changes before the structural changes associated with the disease show up on imaging results. Physicians have no definitive way of identifying who has early dementia or which cases of mild cognitive impairment will progress to Alzheimer’s disease.“With standard diagnostic MRI, we can see advanced Alzheimer’s disease, such as atrophy of the hippocampus,” Meije Wink said. “But at that point, the brain tissue is gone and there’s no way to restore it. It would be helpful to detect and diagnose the disease before it’s too late.”For the new study, the researchers applied machine learning methods to a special type of MRI called arterial spin labeling (ASL) imaging. ASL MRI is used to create images called perfusion maps, which show how much blood is delivered to various regions of the brain. Machine learning is a type of artificial intelligence that allows computer programs to learn when exposed to new data without being programmed. The automated machine learning program is taught to recognize patterns in these maps to distinguish among patients with varying levels of cognitive impairment and predict the stage of Alzheimer’s disease in new (unseen) cases. The study included 260 of 311 participants from the Alzheimer Center of the VU University Medical Center dementia cohort who underwent ASL MRI between October 2010 and November 2012.The study group included 100 patients diagnosed with probable Alzheimer’s disease, 60 patients with mild cognitive impairment (MCI) and 100 patients with subjective cognitive decline (SCD) and 26 healthy controls.SCD and MCI are considered to be early stages of the dementia process and are diagnosed based on the severity of cognitive symptoms, including memory loss and thought- and decision-making problems. The automated system was able to distinguish effectively among participants with Alzheimer’s disease, MCI and SCD. Using classifiers based on the automated machine learning training, the researchers were then able to predict the Alzheimer’s diagnosis or progression of single patients with a high degree of accuracy, ranging from 82 percent to 90 percent.“ASL is a promising alternative functional biomarker for the early diagnosis of Alzheimer’s disease,” Meije Wink said.He added that the application of automated machine learning methods would be useful as a potential screening tool.“ASL MRI can identify brain changes that appear early in disease process, when there’s a window of opportunity for intervention,” Meije Wink said. “If the disease process from SCD to MCI to Alzheimer’s disease could be intercepted or slowed, this technique could play a role in screening.”For more information: pubs.rsna.org/journal/radiology FacebookTwitterLinkedInPrint分享 Technology | Neuro Imaging | August 07, 2019 Synaptive Medical Launches Modus Plan With Automated Tractography Segmentation Synaptive Medical announced the U.S. launch and availability of Modus Plan featuring BrightMatter AutoSeg. Aiteo the major shareholder in the consortium purchase of Shell’s assets has promised to put its competence to bear in this new deal which will see it execute the local content to the later” The company assured that this will translate to the creation of over 20000 jobs in the exploration and production sub-sectors of the oil and gas industry But earlier Forbes quoting the World Street Journal reported that Shell has agreed to sell the same “Oil Mining License 29 and an associated pipeline for $25 billion to a consortium led by Taleveras Group an oil trading firm founded and owned by a 39 year-old Nigerian multi-millionaire Igho Sanomi” The report added: “Taleveras will be getting a sweet deal Of all the assets Shell put up for auction OML 29 was the most coveted The Africa Oil & Gas Report magazine reports that OML 29’s remaining reserves (P1+P2) are about 22Billion barrels of oil equivalent (BOE) while its hydrocarbon fields could deliver as much as 160000 barrels of oil per day and 300MMscf/d at peak with focused aggressive work programme “The Nembe Creek Trunk Line is also an extremely valuable asset as many other oil exploration companies in Nigeria pay to use it to transport their oil to international markets” According to the Wall Street Journal a Shell spokesman said the Netherlands-based oil major has signed sales and purchase agreements for some of the oil mining leases that it was looking to divest and would make a market announcement in the event of a successful completion In reaction to the report Aiteo described it as “erroneous and misleading” The company on Saturday categorically stated that “Aiteo Group-led consortium – not Taleveras Group – is the majority stakeholder in the deal with an 85 percent equity stake” It disclosed that Shell operator of the oil lease has sold its 30 percent stake in the oil field and pipeline while France’s Total Global and Italy’s Eni SpA have sold off their 10 and 5 percent stakes respectively to local investors “The remaining asset balance of 55 percent will be retained by the Nigerian National Petroleum Corporation (NNPC) under a Joint Operating Agreement (JOA)” The statement issued by Mrs Oseyemi Oluwatuyi of the Communications Department further said “Contrary to erroneous reports the Aiteo Group-led consortium – not Taleveras Group – is the majority stakeholder in the deal with an 85 percent equity stake” “Therefore it is total misinformation in the local and international media that it is the ‘Taleveras-led consortium’ that acquired OML 29 divested by Shell” Mrs Oluwatuyi noted that it had become necessary to “correct the misleading media reports about the acquisition of OML 29 the most prolific of the oil blocks sold off by Shell after noting the discrepancy reported on numerous occasions” “The Aiteo Group whose major business areas include exploration and production issued this statement in order to clarify various print and online media reports that carried misleading stories about the details of the transaction” the official added Mrs Oluwatuyi also corrected the block’s price putting the total cost of acquisition at $27bn She explained that while $2562bn was the actual cost for the acquisition of the block and Nembe pipeline additional funds have also been earmarked as working capital A breakdown of the shareholding structure cited by THISDAY Newspaper supports the figures It shows that the number of shares held by the consortium is 27 billion units with Aiteo Energy Resources Limited holding a total volume of 2294 billion shares Tempo holding 270 million shares with its 10 percent equity and Taleveras holding 135 million shares Aiteo Group beat out several indigenous and international companies as the preferred bidder for OML 29 and the Nembe pipeline However not everyone walked away empty-handed in the sale of onshore oil blocks The Erotron Consortium for example won the bid for OML 18 – having offered $12bn for the oil block; Pan Ocean Oil Corporation Nigeria Limited operator of the NNPC/Pan Ocean Joint Venture clinched OML 24 after submitting a bid of $900M; and Crestar managed to secure OML 25 for $500m The Governor of Bayelsa State Henry Seriake Dickson on Thursday picked holes on the position of President Muhammadu Buhari over the agitation for the restructuring of Nigeria describing it as threat to national security According to him Buhari’s comment that those pushing for the restructuring of the country were motivated by selfish interests was very unpresidential A statement by the Special Adviser to Dickson on Media Relations Fidelis Soriwei said the governor made the comment while delivering a lecture with the theme: “Restructuring and the Search for a Productive Nigeria” organised by the Faculty of Arts Obafemi Awolowo University (OAU) Ile-Ife in Osun State The Bayelsa Governor stressed that the Nigerians in the vanguard of the campaign for the restructuring of the country were the patriotic ones who were motivated by a desire for the nation’s peace prosperity and stability He wondered why the President would dismiss the general quest of the Nigerian citizenry to restructure the Nigerian Federation which would not withstand the test of time in its current lopsided nature He said “When everybody in this country is talking about the need to restructure this country our President Muhammadu Buhari made a statement that is not only wrong but it is also faulty that cannot stand the test of time and a threat to the continued stability and prosperity and development of our country when he dismissed outright the notion of restructuring “And he didn’t stop there he went ahead to say that those who are in support of restructuring are doing so for parochial agenda Mr President you are wrong In fact the reverse is the case The majority of Nigerians from the North South East West and Middle Belt who are making a case for restructuring are indeed the patriots of Nigeria “We want a Nigeria that works with equal citizenship A Nigeria for the many as well as for the few; a Nigeria that we will be proud to call home any day that we can proudly pledge allegiance to “The outcome of my interaction has shown that Nigerians are in support of restructuring I am not imposing my views I don’t believe that the Presidential system is what Nigeria needs The system is expensive we can’t have a productive Nigeria with the way it is structured The government has abandoned its core responsibilities of defence and security The constitutional issue can’t deliver a safe Nigeria “There’s need to devolve policing powers to the people But I’m not saying States should have Police Our system of settling disputes is faulty Why should a land dispute in communities be dragged to the Supreme Court I know many things about access to justice Instead of justice getting stronger you see Babalawos getting stronger The distortion of our federal structure has destroyed Nigeria” The governor said that the time had come for a second look at the Nigerian system stressing that even the current Presidential system of Government was too expensive and indeed wasteful for the country Dickson said that the current arrangement where the central government would take over all responsibilities such as the judiciary the police and others to the exclusion of the state was an arrangement in need of change According to him the Federal Government had not fared well even in its core responsibilities such as Defence and security as shown by the killings in the land “I don’t believe that a Presidential system is what this country needs; it is too expensive and wasteful It easily lends itself to abuses and are not enough checks We cannot have a productive Nigeria the way it is structured A Nigeria where the exclusive list is longer than the concurrent one A Nigeria where the Federal Government is a Jack of all trade but a master of none “A Nigeria where the Federal Government dissipates itself in areas that it has no competence no local knowledge to deliver productivity to the extent that it has abandoned its core areas of responsibility “And these core areas of responsibility are defense and national security Is there anyone in this hall on any doubt as to whether the Federal Government has stood up to its primary responsibility of protecting Nigerians So that is a failure of responsibility” he said The governor also took a swipe at the Nigeria National Petroleum Corporation (NNPC) which he described as opaque He said that the rule of 13 percent derivation funds to the producing states was not being implemented in the country Dickson said the oil producing states were being subjected to whatever handouts the NNPC could offer them The governor said that the way forward was restructuring if the citizens’ desire for security and stability was to be a reality Kimmel also asked Cruz whom he disliked more President Barack Obama or his opponent in the Republican primary, said Jayadevan A,” "By wanting to ban our app from the capital,Holets offered to do just that.
