APTN National News EDMONTON–The chief of an Alberta First Nations battling a tar sands expansion on its territory says he is considering joining Idle No More’s call for a “Sovereignty Summer” campaign after the Supreme Court of Canada dismissed its case.The Athabasca Chipewyan First Nation went to the Supreme Court with a section 35 Constitutional challenge in hopes of forcing a regulatory review board to rule on whether there had been adequate consultation on Shell’s bid to expand its Jackpine tarsands project.The First Nation turned to the courts after having its challenge were turned down by the Alberta Court of Appeal.As is its practice, the Supreme Court gave no reasons as to why it refused to hear the Athabasca Chipewyan’s case.Chief Allan Adam said the ruling leaves his First Nation with little options. With plans for an Idle No More-Defenders of the Land Sovereignty Summer campaign of direct action in the works, Adam said it may be the route his First Nation will have to take.“It is more than likely that it will probably head in that direction,” said Adam. “What else do you have left and if you are backed into a corner what do you do.”Adam said the First Nation is also considering taking legal action against the province of Alberta.“It puts the onus back on the province,” he said. “The province has to answer to our concerns.”The case dates back to October 2012 when the First Nation launched a constitutional challenge asking the Joint Review Panel to rule on whether the Crown had consulted enough on Shell’s application. The First Nation argued that the expansion would impact its treaty and aboriginal rights to hunt, fish and trap.The panel ruled later that month it didn’t have the jurisdiction to hear the challenge and then denied a motion by the First Nation to adjourn the hearings. The First Nation then went to the Alberta Court of Appeal, but had its application for appeal dismissed.The First Nation then turned to the Supreme Court in January. read more

MONTREAL — Shares of Lightspeed POS Inc. climbed to a new high Thursday as revenues surged, despite losing more money than expected in the first quarter of its fiscal year.On the Toronto Stock Exchange, Lightspeed shares hit a new high of $46.18 and closed at $45.89, up $3.99 or 9.5 per cent in Thursday trading.That’s well above the $16 per share pricing for its initial public offering in March.The Montreal-based payment software company, which reports in U.S. dollars, says it lost $9.1 million or 11 cents per share for the three months ended June 30, compared with a loss of $8.1 million or 28 cents per share a year earlier.Revenues increased 38 per cent to $24.1 million from $17.5 million in the first quarter of the prior year.Lightspeed was expected to lose $7.34 million or nine cents per share on $23.2 million of revenues, according to financial markets data firm Refinitiv.Chief financial officer Brandon Nussey says he’s pleased with the company’s performance “which demonstrates continued progress across all of the important areas of the business.”The company expects to end the 2020 fiscal year with revenues growing 45 to 48 per cent to reach between $112 million and $115 million.Founded in 2005, Lightspeed is a payment technology company for small and medium-sized retailers and restaurants.The company has grown to more than 700 employees located in eight offices around the world. The Nordmin Group of Companies has put forward the idea of using artificial ground freezing technology at NioCorp’s Elk Creek critical minerals project in Nebraska, US, as part of a plan to accelerate the sinking of the production and ventilation shafts for the underground mine.Nordmin said use of this technology was “technically feasible” and could assist in controlling the inflow of water encountered during shaft sinking operations, according to NioCorp.“The technology may also improve productivity during shaft sinking operations, and eliminate the need for substantial dewatering operations prior to the onset of shaft sinking,” NioCorp added.Elk Creek is currently envisaged as a 2,760 t/d underground mine using long-hole open stoping with backfilling. The mine is expected to cost close to $1 billion to build and produce 7,055 t/y of ferroniobium, 103 t/y of scandium oxide and 11,445 t/y of titanium dioxide over a 32-year life.This is based on a probable reserve base of 31.7 million tonnes at 0.79% Nb2O5, 71.6 g/t Sc and 2.81% TiO2.In addition to putting forward the alternative ground freezing technology option, Nordmin also confirmed bedrock water encountered during mining operations could be handled without the 53 km waterline to the Missouri River included in the revised feasibility study from last year.This could significantly reduce the time required for permitting the mine, NioCorp said.“Removing the project’s plans for a waterline to the Missouri River eliminates the project’s need for an additional Section 404 permit from the US Army Corps of Engineers,” the company said.This permit would have triggered the need for an environmental assessment under the National Environmental Policy Act, a process that can take months or more to complete, according to NioCorp.The waterline removal also eliminates the need for Elk Creek to secure a National Pollutant Discharge Elimination Permit from the Nebraska Department of Environmental Quality.NioCorp CEO and Executive Chairman Mark Smith said he was particularly pleased that “Nordmin clearly focused its efforts on proposing a mine design that maximises value and minimises environmental impacts”.While the total upfront capital cost of the waterline and mine dewatering infrastructure, including contingencies, added up to $127.1 million in the latest feasibility study, NioCorp said investors could not simply subtract this amount from the upfront cost.“A variety of factors beyond underground mining operations may impact the overall economics of the Elk Creek project and these factors may involve higher or lower upfront capex than was previously estimated in the 2017 revised Elk Creek feasibility study,” NioCorp said.Chief among these is the additional incremental project capital needed for the artificial ground freezing technology not previously included.NioCorp said its immediate plans involve fully evaluation Nordmin’s designs for the underground mine and initiating detailed engineering for the surface portions of the project as funds become available.Late last year, the Nebraska government granted conditional approval for a major tax incentives package for Elk Creek. read more

However, before the end of June we may have one.Taiwan’s Economic Daily newspaper has stated that Quanta Computer, Apple‘s manufacturing partner, is readying a shipment of 460,000 MacBook Airs. However, 380,000 of those are updated models ready to cover demand for a late June launch.The validity of this report has not been verified, and looks less convincing when the same newspaper is also reporting the iPad 3 will appear before the end of this year with 6x the resolution of the iPad 2. Still, we are due for a MacBook Air update soon, and June has already been pegged as the month it will happen.Such an update would most likely see a move to Intel’s Sandy Bridge processors alongside the introduction of a Thunderbolt port. Apple also started shipping some existing MacBook Airs with faster Samsung SSDs. That means less cooling elements are required and the battery will last longer between charges. Put that alongside a faster SSD and there should be a noticeable improvement in performance between old and new models.I’d also like to see the price of all MacBook Air models drop, but I doubt that will happen. The laptops are selling well, and an update will make them perform even better. Apple has no reason to lower the price at the moment. Mac OS X Lion also introduces a Boot to Safari feature meaning new hardware and an OS update will see Apple have a more capable and faster alternative to the forthcoming Chromebooks. read more

Britain is prepared to pay up to 40 billion euros ($47 billion) as part of a deal to leave the European Union, the Sunday Telegraph newspaper reported, citing three unnamed sources familiar with Britain’s negotiating strategy.The European Union has floated a figure of 60 billion euros and wants significant progress on settling Britain’s liabilities before talks can start on complex issues such as future trading arrangements.The government department responsible for Brexit talks declined to comment on the Sunday Telegraph article. So far, Britain has given no official indication of how much it would be willing to pay.The newspaper said British officials were likely to offer to pay 10 billion euros a year for three years after leaving the EU in March 2019, then finalise the total alongside detailed trade talks.Payments would only be made as part of a deal that included a trade agreement, the newspaper added.”We know (the EU’s) position is 60 billion euros, but the actual bottom line is 50 billion euros.
